Hello,

the CAT system does not allow arbitrarily long chains of referral to
avoid the six-degrees-of-separation problem.

An institution administrator who got invited by their *National*
operator (a primary admin) can invite further administrators (secondary
admins).

Secondary admins can not invite further administrators.

Ian, did you by any chance ever "do something" with your own registration?

Typically, the use case is if you changed IdPs and transitioned from one
to another. You'd invite "yourself" and redeem the second invitation
with your new IdP. That works fine, but makes you lose primaryship.

The solution here is to ask your NRO admin for a new invitation for
yourself. When consuming that new one, your primary status is restored.
