Thank you for your interest in CAT!
The operator manual for federation administrators is available here:

In the chapter "Managing my federation" you will find the sentence:
"All of these functions are accessible after logging into eduroam CAT
with an account with the federation operator privilege. With such a user
account, a new button will be displayed in the personal overview page:
"Click here to manage your federations". NB: if you are a federation
administrator, but do not have a privileged account yet, please see the
guide to eduroam Operations Support Services for federation
administrators (here).

Unfortunately, from the data in the eduroam Database, I see that you are
not listed as National Roaming Operator personnel for Japan. You will
need to talk to your colleagues to get you listed. After that is done,
you can request NRO-level access for your account.
