FWIW, I worked with the user to configure eduroam manually and while doing so noticed that 7.x (he was using 7.1, can't speak for 7.0) has a new field "Domain" in the 1x wifi config. When left blank, we could not connect. When filled in with our realm, we could connect. I checked some 6.x phones and there was no "Domain" field. Might be a piece of the puzzle...
