This could mean that there is an authentication failure on the first
try. If this is happening consistently then it is wired. One reason I
could think of is that the password is so "unusual" that it breaks down
our encoding schema we use to pass it between CAT installer components,
still this would be interesting to follow.

Can you confirm that the same happens with more then one user accounts?
