The app uses coarse location (as google puts it), which does not use GPS.
It makes use of Wi-Fi and cell tower localisation.
So the profile discovery will work if the location services are on (they are
by default I believe) and even if GPS is off.

In some versions of android, GPS and location services are separate options
made clearly visible to enable/disable independently.
In some versions of android (certainly in 6) there is one location services
option, but it has 3 modes:
High Accuracy (GPS+Wifi+cell)
Battery Saving (Wifi+cell)
Device Only (GPS only)

So the app will work if any of these modes of Location Service are on.
I appreciate this is not clear for users, but this is android by design.

The details improvements are:
1. Profiles/IdPs with redirects set in CAT are now supported in the discovery
process.
2. The frequency that location services are checked and updated has been
increased/improved.
3. The feedback if location services are on/off, and if sufficient accuracy
on location is available has been added/improved.
4. Profiles found in SCAD now request the correct locale from CAT website
during discovery.
5. The version of android on the device is now used to get the specific
android version eap-config file, if it exists on CAT website.

GEOIP has been added as a feature request, and the cat.eduroam.org website
has an undocumented API call to support this.

I will push this up the list of priorities for the next release, as it has
been asked for a couple of times now.
