Could you run the installer form the command window with additional option -debug=4  ?
This will create a log file. You can quit the installer on the first screen, system recognition will be recorded.
Also can you point me to the exe file you are running? Does it come directly from CAT (which institution) or has it been downloaded some time ago?

Rough translation: Your run Window 7 system, but this installer can be run on Windows8 or newer.
