Could you provide us with some more details, the operating system and the institution for which the installer is downloaded?
My Windows 10 does not throw any warnings on installers I have tested.

I got it working from the https://cat.eduroam.org/ but you may want to check the certificate or security on this file… Just about every piece of security software on my computer said not to download and run this file…. Could the certificate but up for renewal or some kind of validation? Something isn't right with it…
