eduroam Identity Providers are not obliged to make use of the CAT tool.
If they are not, then you need to contact your local IT support for help
regarding the configuration of eduroam. While you're there, you could
try to convince your school to enlist for eduroam CAT, as it likely
makes their user support life easier.
