Of course, the other issue could be that you haven't set the 'production ready' flag for your org.

Given that this is a common issue that seems to catch out at least 25% of our users might i suggest that if the org had everything in place needed by CAT but haven't set production ready set then some big banner be on the admin page saying 'everything is in place but your users won't be able to see your Org in the selection list until you set Production ready' (reword that message to agreed standards of course ;) )
