No, it couldn't have been just that - the QR code is only generated if a
profile *has been* made production-ready.
Of course the profile could have been made public, the QR code
downloaded, and then the profile could have been taken offline again,
and then at some point later the QR code was clicked.
Arguably, we could produce a 404 for this situation instead.

Actually, we have all that text in place since 1.0 :-) It is only a bit
less visible than a big banner: it is a warning-style label besides the
profile, and produces a quite verbose hint when hovered over. See here:

As per big banner visibility: please keep in mind that admins can
/intentionally/ keep their profiles private; e.g. if they only want to
download installers as admins from CAT, while users shall go to their
local support site only. In that light, the big banner would be a
constant undue annoyance for them.
On the topic of useless trivia nobody asked for: as of now, 1069 IdPs
have fully-configured profiles; out of which 956 are declared as
prdocution-ready (and thus publicly visible and clickable). That leaves
113 with "hidden" finished installers; either intentionally or by simply
forgetting to tick the production-ready box.
