Might be an issue with your CA or with server certificate (some OSes are now getting quite fussy). Did you supply the whole chain in CAT (might be your windows clients have the root and intermediates installed). Another possible issue is that your RADIUS server has old/dated configuration on it. eg DH key of 512 which Apple is getting fussy about.
