When negotiating a TLS/SSL connection with Diffie-Hellman key exchange, OS X El Capitan requires a 1024-bit group or larger. OS X El Capitan will not connect to a server that allows negotiation with a 512-bit or smaller group.

So, the radius home server needs to be updated. Nothing to do with CAT.

The same certificate was working until I updated to El Capitain.

It’s not working since then, even after deleting the profile and reinstalling a new one.

Could you also specify which profile (which institution) you have been
using? It could be the site misconfiguration and not a CAT problem.
