All translation is done online with the tool "Transifex". The underlying
technology is gettext() and .po files. You can edit the .po files in an
editor of your choice if you're not happy with the transifex browser
interface.
Currently, Dutch is at around 50% completion for end-user visible
strings (we require 100% for inclusion in a release), and around 16% for
the admin interface (which is optional to complete, but makes you feel
better for being "done").
If you want to help with the translation, please create a (free) account
at https://www.transifex.com/ and let me know your username in the
system. I will then add you as a translator for Dutch.
