These two are not options. You always need to do 1. ; and once the
RADIUS setup in the university is up and running, they can do 2. to make
their lives (and the lives of their users) much easier.

You appear to be working for KazRENA, but we (as in "eduroam Operations
Team") have no evidence about that in the eduroam operator database. So,
before getting federation operator level access to CAT, you will first
need to do some "homework": populate the eduroam database with basic
information about your national eduroam deployment (incl. names and mail
addresses of the responsible personnel). Only when that has happened, we
can create a fed-level CAT account for you.

If you have questions regarding that part of the process: this is not
CAT's "business", you should seek help from the eduroam Europe mailing
list; or directly from the eduroam Operations Team mailing list.
Once you have that privileged access, log into CAT and you will have all
the options as per the federation operator manual for CAT, which can be
found here:
