This mailing list is in English. Google translate suggests that you can
use eduroam in a roaming manner on your smartphones, but not on Windows?
eduroam roaming words device-independent; if your smartphone works, then
also Windows will. So, this would mean that your Windows device is
misconfigured.
If your institution is already using eduroam CAT, then downloading the
Windows installer from the CAT web site will fix this issue for you. If
they don't use CAT yet, either follow their local instructions
correctly; or convince them to use CAT :-)
