Hello,
eduroam CAT is just one of many eduroam Operations Support Services.
You must be a known federation operator to trigger actions such as
adding IdPs or managing your federation.
The process to receive federation operator recognition in the toolset is
described here:

In fact, you should have received such a one-time token a long time ago...
