If Westminster are not publishing the required data and pay of the UK federation ( Identity federation) then you can only use social networks such as Google or Facebook to log in ( it just links your token which you can only receive to a valid email linked to eduroam) to a login. This is in the UK community pages and has been emailed out as information to all UK sites a couple of times
