Yes, it does still persist, 
at least when the FlowSpec rules are originally created from exabgp.

I have extended the setup as you proposed:

exabgp -> r1 -> r2 <-> host1/host2

I am still investigating and comparing this:

If in contrast,
the FlowSpec rule announced from r1 to r2 are originally from
r1's policy map, it might work (?).

I will continue investigation and let you know.


And I will also provide the packet trace you requested.
