Oh crap. There is a stupid bug in the rp.sh script. It stores the
optimized <profile>.p4 file in the 9.7.4/tofino directory only when
the optimization *failed* rather than the other way round. Duh! No
wonder the optimizer run didn't show any differences - it ignored
them.

I'll fix this and then re-run the optimizer (probably tomorrow,
sorry).
