The laser is turned on implicitly when the plugin is "ready for
bringup". That should be the case when the port is admin enabled
(i.e. after a "port-add", "port-enb" sequence) and the serdes
configuration is valid and compatible with the plugin. The "RDY" and
"ADM" columns in the output of "show" in pm UCLI context should show
"YES" and "ENB", respectively. You might also check the log messages
of the bf_switchd process for errors.
