Sure, but the reference BSP is arguably the most important one.

The "merge" procedure only concerns code in the bf-drivers component
of the SDE, i.e. stuff that's supposed to be
platform-independent. That means it's irrelevant if a particular BSP
is open-source because it depends implicitly on the same code that's
still closed-source.

The model is independent of any BSP, of course :) open-p4studio might
also support BSP-less deployments on hardware (like the SDE does), but
that's awfully primitive and also essentially downgrades Tofino 2 to
Tofino 1, because QSFP-DD modules *require* a BSP.
