From my experience BSP is from the hardware vendor in which you want to
install "INTEL SDE P4 Studio"

The reference BSP was specified and implemented by INTEL but stamped by
EDGECORE
(WEDGE100BF-32X was INTEL reference model)

For example APS2556X-1T was maintained by STORDIS, same for ASTERFUSION.

So it is up to the vendor to Open Source their BSP or not.
(I don't presume about the quality)

For example ASTERFUSION decided to Open Source their BSP:
https://github.com/asterfusion/bf-bsp-lts

However, development with P4 model should possible in a BSP(less) mode, isn't
it ?

Unfortunately, it's not exactly what we hoped it is. According to the
chat on Zune [1], it's really only the Tofino model (as binary) that's
supported. The BSP is not open source yet, so no actual replacement
for the Intel SDE :(
