I had a discussion with APS a few weeks ago, and asked the very same question.
The answer for now is that they want to stick with SDE LTS release. 

And actually LTS release is 9.7.x train. And I presume that is the reason why 
INTEL release subsequently 9.7.0 up to 9.7.2.

If 9.9.x is LTS Ithe jump to 9.9.x will be possible. I still need to find 
this information in ICRP.
