I have the following feedback on the application of PKIFED:

 

A.    PKIFED Membership Application form (https://pkifed.pk/wp-content/uploads/2018/10/PKIFED-MembershipForm.pdf)

1.     The PKIFED Membership Application form requires the applicant to confirm its agreement to abide by the PKIFED’s Rules of Membership, which does not exist -> should refer to PKIFED’s Federation Policy instead.

B.     PKIFED Federation Policy (https://pkifed.pk/wp-content/uploads/2018/09/PKIFED-Identity-Federation-Policy-v0.1.pdf)

1.     “3.1 Governance” states

a.     “The governance of the Federation is delegated to the PERN. The operation of the Federation is also delegated to the PERN Operator Team.”

·        The governing body is not clear -> Suggest to state the exact party in PERN responsible for this.

2.     “3.2 Obligations and Rights of Federation Operator” states

a.     “In addition to what is stated elsewhere in the Federation Policy, the PERN (Federation Operator) is responsible for:”

·        The Federation Operator should be the PERN Operator Team, as stated in 3.1.

3.     “4. Eligibility” states

a.     “Academic and research organizations inside the border of Islamic republic of Pakistan approved by respected ministry are eligible to become a federation member.”

·        The criteria is not sufficiently specific -> suggest to state the exact name of the ministries of the Islamic Republic of Pakistan involved.

b.     “eduGAIN members and service providers are eligible to provide PKIFED Identity Provider Services.”

·        I am confused by “eduGAIN members and services providers”.  Does this refer to “PKIFED members and service providers”?  But why are service providers eligible to provide Identity Provider Services?

4.     “6.3 Jurisdiction and dispute resolution” states

a.     “If such negotiations do not succeed within four weeks of the date on which the claim for negotiations was made in writing by one party, each of the parties may bring the dispute before the court of law for IT & Internet Crimes.”

·        Suggest to state the exact name of the court in Pakistan referred by “court of law for IT & Internet Crimes” or just state “before the law courts of Pakistan”

C.     Join-As-Federation-Partner web page (https://pkifed.pk/index.php/join-pkifed-fedpartner/)

1.     The character highlighted in red in the following paragraph extracted from the web page obviously incurs a typo error:

Join PKIFED as Federation Partner

Your organization can become a PKIFED Federation Partner, if your organization does not belong to the PERN but you want to contribute to the PKIFED. As Federation Partner, you can integrate your web applications into PKIFED and they may use the central AAI services required for a smooth operation within SIFULAN Federation.”

I present to you the application of Pakistan / PKIFED who has signed the eduGAIN Declaration, has a policy based on the policy template, is self declaring their federation as a production service and is wanting to join the global R&E federated environment.

You can find more detailed information about the federation under "eduGAIN Candidates” at

which contains links to their policy and MRPS.

This application is from an organisation that is closely aligned with the GÉANT community via their participation in the Asi@Connect, TEIN and APAN projects and communities. They are also the eduroam .pk roaming operator.

So I ask the following federations to specifically review the submission by PKIFED:

 * Greece/GRNET

 * Hong Kong/HKAF

 * Hungary/eduId.hu

 * India/INFED

 * Iran/IR Fed

 

All eduGAIN members can (and should) provide feedback on this but to share the burden of review around, these five (5) federations have a specific responsibility.

Formal components of the membership process will be via the eduGAIN Steering Group mailing list.
