entityIDs are of XSD type "anyURI".
https://www.w3.org/TR/xmlschema-2/#anyURI
Since you cannot rule out that a URI used has case-sensitive parts
(URIs certainly allow for those) the only sensible method is using it
"as is". (So this is not a legal/spec answer, but a common sense one.)
If you want authoritative answers regarding SAML specifcs better ask
such questions on the saml-dev AT lists.oasis-open.org list.
