Yeah, I think isFederated is not /really/ a close match to what you
asked about, even if it will serve that purpose.

AFAIU you're trying to answer the (supposedly simple) question someone
trying to access your service might have: How do I get that service.

That then ultimately (and somewhat idealized, to fit our model) turns
into: How do I get /my/ institution, i.e., an IDP I have an account
at, into eduGAIN. (And yes, there are certainly many steps in-between
to arrive there.)

So I think the everything you could do here amounts to a pimped
version of "Talk to your local support folks". Since that's a bit rude
(go away and we're not telling you where, exactly) and we don't want
to be rude we're now trying to do /more/ for them, such as identifying
contries and federations and their operators and lists of institutions
therein, etc.

I'm not sure what we arrived at (be it the eduGAIN technical site or
the isFederated list of federations) still has any relation to the
original question of that person wanting access to your service.
Maybe less is more.
