The rules for becoming a SWITCHaai Federation Partner are not as strict.
A candidate who wants to become a federation partner has just to
convince one of the participating universities to sign the application
form as sponsor because that universities supports the use case of that
candidate. Therefore, we hadn't a case yet where we had to turn down a
candidate.
Therefore, it is also unlikely that we will need to filter an entity for
that reason.

Since we offer a separate eduGAIN metadata stream to our customers, we
filter out the entities that are already included in the SWITCHaai
stream. That should not cause problems, as long as the metadata of the
entity already registered in SWITCHaai is not too different from what is
in eduGAIN.

It would be easy to filter out entities from the eduGAIN stream provided
we have a good reason to do so. No formal policy for that in place yet.
