Absolutely. I can't see any chance of us ever doing it proactively. We might
act on a specific complaint from a member, but even then it would probably
have to be a pretty extreme case; after all, no IdP is compelled to interact
with a problematic SP so unless the site's content was clearly illegal in the
UK it would almost always be easier for everyone to just ignore it.

I suspect that tagging things as "potentially offensive to Brits" or the like
might be problematic for a number of reasons. But you're right, we're
probably going to have to have the conversation at some point.
