Fixed this, like I said before I now have ansible to do stuff (only I commented out the geteduroam block :) ).

the direct APK download for Android returns a 404 error.

"Download your installer for Android 8 and higher":
Before you proceed with installation on Android systems, please
make sure that you have installed the geteduroam application.
This application is available from these sites: Google Play,
Huawei AppGalery, as local download and will use the
configuration file downloaded from CAT to create all necessary
settings.
The "local download" points to
https://cat.eduroam.org/geteduroam-stable.apk which is 404.

Please restore the APK to permit users not wanting to use the
Google Playstore to download the geteduroam APK.
