I am ChiLin.H, a student in Taiwan. I am writing on behalf of our
network administrator who is actively working on enhancing our campus
network services.

We are currently in the process of implementing OpenRoaming for Identity
Providers (IdP). Following the comprehensive documentation available on
the GÉANT Wiki, we have successfully configured the required NAPTR DNS
records [1] for our domain.

The next step outlined in the documentation is to configure our IdP
profile using the eduroam Configuration Assistant Tool (CAT) to enable
automatic configuration for our users' devices. The documentation states
that administrative access to eduroam CAT is to be granted by our
National Roaming Operator (NRO) [2].

Accordingly, we contacted our NRO in Taiwan (managed by the Ministry of
Education under the Taiwan Academic Network, TANet). However, we were
informed that they do not have the authority to grant or manage eduroam
CAT permissions for individual institutions. This has brought our
implementation process to a halt.

Therefore, we would like to kindly request your guidance on the
following two matters:

1. eduroam CAT Administrative Rights: Could you please clarify the
correct procedure for us to obtain administrative rights for eduroam
CAT? If our NRO is indeed unable to provide this access, could your team
directly assist us in creating and managing our institution's profile?

2. OpenRoaming Access Network Provider (ANP) Implementation: In addition
to our IdP setup, we are also highly interested in becoming an
OpenRoaming Access Network Provider (ANP). Could you please direct us to
the appropriate contact, team, or documentation that could guide us
through the onboarding process for ANPs? [3]

We are enthusiastic about joining the global eduroam and OpenRoaming
community to provide a seamless and secure connectivity experience for
our students and visiting academics. Any assistance you could provide
would be greatly appreciated.
