Please get in contact with the Italian eduroam administrator (GARR) it is up to them and their rules to make an institution a member of eduroam and also to provide invitation token for CAT management.

I am the president and legal representative of EStà - Economia e Sostenibilità , an independent research center based in Milan (Italy) that works with actors and institutions at different levels (foundations, NGOs, municipalities, regions, national governments, European and international institutions).
We do research independently and in partnership with universities and research centers in Italy, Europe and around the world; some of which have formal framework agreements of collaboration with us.
