I am afraid you are indeed chasing shadows here.
Certainly, there is an issue with your WiFi.
There are at least 4 levels involved:
1. Hardware
2. Firmware (binary on-chip machine code, essential for modern WiFi operation)
3. Driver Software (what you see in the device manager)
4. High level software like the supplicant (you are using the built-in one of
Windows 11 here)
Problems can occur on each of these levels. Problems can sit in
the firmware oder driver code or even hardware silently for a long time.
ANY change in how the WiFi is used can bring some hidden error to light,
e.g. because some code branch is used that was not used before doing 802.1X
(which is where eduroam differs from your home network).
So while your observations are correct, your conclusions aren't.
CAT exclusively configures how the supplicant on above level 4 is supposed to
work.
There is zero magic involved, everything CAT does can be done manually using
the
(admittedly nightmarishly complicated) windows dialogues.
My recommendation: Try to get in touch with your local IT support.
Ask politely for someone who has some time to spare to debug an intricate
problem.
If you dare yourself, try to re-install your WiFi driver (delete from device
manager,
Double-Check for updated driver software (usually bundled with firmware)
with both the chip AND the notebook manufacturer.
If available, you may try to connect a USB Wifi stick of a different
manufacturer (TP-Link, AVM ...)
and see if this works. We keep around a bunch of USB WiFi sticks for
precisely this purpose .
Work your way up from Level 1 to 4. There is a very good chance,
you will find out something new about your system along that way.
