Yes, Ubuntu 22.04 would be affected by the change I am aware of (the disabling of TLS 1.0 and TLS 1.1). See more details at the URLs below:
I would suggest you try the information in the second link (it will take you to an Ask Ubuntu forum).
I also recommend that you tell the ULPGC IT department that they should update their servers to enable TLS v1.2. Right now their servers do not support it (as per a test I did):

The above is the error message I get.
If their servers are Windows-based, they should read https://docs.microsoft.com/en-us/security-updates/SecurityAdvisories/2014/2977292 and https://support.microsoft.com/en-us/help/2977292/microsoft-security-advisory-update-for-microsoft-eap-implementation-th
If their servers are Linux-based, they should update their versions of OpenSSL and their RADIUS server software to a version that supports TLS 1.2.

Can you give us more information on the distribution and version of Linux you are using? We’re aware that there are newer versions of Ubuntu that have made changes that have caused issues when attempting to connect wirelessly.

Dear Sir or Madam,
I cannot configure correctly eduroam in Linux as a user of Universidad de Las Palmas de Gran Canaria (ULPGC). But it works in both Windows and Android. I have followed the steps indicated by the web and the Python script. Maybe the problem is in the Wireless security section, as fields may have wrong values.
The IT staff from ULPGC said that I should contact you as they cannot help.
