What EAP method are you using?

There were some concerns about PEAP on W11 on enterprise setups, I believe. This did not sound really serious for most of eduroam scenarios.

What do you mean by downgrade?  In 21H2 or 22H2?

Experience from my institution is that both versions have been giving us trouble, we had to downgrade some client computers
