I can now confirm that this indeed is a bug that will appear on older network cards. I will work on correcting this.

This is a hotspot 2.0 profile. If it gets installed on a laptop without a network card which supports HS 2.0 then an error will be generated however CAT installer is supposed to pass over this quietly (it will be shown in the logs, but should not be shown in the summary). So now I know where to look for the problem.

                  netsh returned 1
                  Profile installation error for "eduroam® via partner"
                  ...
                  
                  (running manually command "netsh wlan add profile
                  C:\Users\user\AppData\Local\Temp\wlan_prof-1.xml" the
                  result is "failed to add profile to interface "Wi-Fi".
                  Error 0x8001B)
                  
                  We don't have enabled OpenRoaming but installer try to
                  install wlan_prof-1.xml for that service. 
                  
                  When using cat installer 2.1 on Windows 11, profiles
                  are installed without error.
