I believe you’d need to contact Internet2 in the first instance since they are your national roaming operator in the US. They should be able to resolve this.

CAT Support,

I was recently given administrator access to the CAT admin site. When I appoint other admins, they do not get the ability to invite other admins and we would like to grant that ability. How do you allow that ability?
