Hmm, this works on my Windows, but also my Windows shows the trademark
character as capital R and not lowercase, so there seem to some strange
differences. This sounds like bad news since CAT deletes profiles during
reinstallation using exactly netsh commands, so your findings might
indicate that it might fail.

What happens if you go via: Settings->Network&Internet->Wi-Fi and then
select Manage known networks like here:

If this does not work then there seems to be something serious wrong
with your Windows, I think.

This is something that seems to be a bit unstable in Windows. Sometimes
the profile name and sometimes the SSID is shown. When you are actually
connected, I beleve that th profile name is always shown, but this is a
bit late.

A reinstall of CAT should delete the profile before reinstalling it. You
might try to run CAT from command-line with -DEBUG=4 option. This should
show all executed steps and hopefully also exit status of each of them.
