No. This one was a recently bought iPad Air (delivered with iOS 12 from the
factory) and upgraded to iPadOS 13 when it was publicly available.

behaviour reproducible on devices which were not part of the Beta
programme?

From what I've seen so far, yes. I've asked a colleague (with an iPad Pro)
and he also had Safari default to desktop mode after the upgrade to iPadOS 13.
