Are you asking to join the eduroam roaming consortium as such? That
would be off-topic for this mailing list. We only discuss the specific
tool for end-user onboarding eduroam CAT here.
As it happens though, the answer is the same: both for joining eduroam
as such, and for receiving an activation token for eduroam CAT, you need
to contact your eduroam National Roaming Operator (NRO). In India, that
is ERnet.
