If your organisation forces you to do things you don't want then that is
a pity.
Since this is a decision taken by your university personnel, there is
nothing we can do here. You need to talk to your university to make them
change their mind.

Many of the poor reviews are because of the fact that the app makes sure
that the device is provided with a PIN lock or higher. Many people seem
to be upset about that and really want their device to be entirely
unprotected.
The app has to insist on a PIN or better because of restrictions in
Android API which only allow to store a root CA certificate if such a
lock is in place. So, to satisfy Android rules we really have to go that
way.

It has expired.

That is exactly the question you have to ask your own university
personnel. Configuration details vary from university to university - so
your own personnel are the only ones who can provide authoritative
information on manual installation instructions.
Or you just follow their new instructions anyway.
