I'm sorry, but I can't reproduce your problem. When you select "Manage
-> eduroam Administrator Login" on the front page of CAT, you are taken
to a list of eduGAIN participants.

I find "Tamil Nadu Veterinary and Animal Sciences University" just fine,
and when clicking it, I'm taken to the appropriate IdP.
