On the device side, there is only very little debugging opportunity.

What is the realm of the user? Maybe we can find something out on the
server side.

For example, one of the peculiar things on ChromeOS is that it finds
Extended Validation server certs and CAs unacceptable for Wi-Fi EAP
server identification. Maybe they have an EV certificate in use...
