This is strictly speaking not a question for this mailing list, as we
deal with user onboarding using the Configuration Assistant Tool, not
ongoing connectivity questions.

Nevertheless:

eduroam hotspots are indeed encouraged to open their networks entirely;
this is the RECOMMENDED deployment according to the European eduroam
Service Definition.

Only hotspots whose admins do not want to deliver a fully open network
would restrict the number of open ports. There is a minimum list of open
ports for these cases in the same eduroam Service Definition (chapter
6.3.3):

If the hotspot in question opens the minimum set, I'm afraid they are
compliant with our minimum specifications.

This should not stop you from talking to the hotspot operator directly
and make you case for a more open network.
