Hello,

sorry for the delay. I am still investigating this issue.

I have meanwhile sent a mail to Humberto from my own mail client. He
wrote back, so mail works in a way.

I am now looking very closely at our server's debug log to figure out
why it does not work from CAT. I see things like this:

1540887950.5446 (5) [/core/common/OutsideComm.php /
mailAddressValidSecure / 311] Domain: uftm.edu.br MX: Array
(
[0] => Array
(
[host] => uftm.edu.br
[class] => IN
[ttl] => 10800
[type] => MX
[pri] => 5
[target] => mail.uftm.edu.br
)

)

[ I confirmed with "dig" that these are the actual MX settings for that
domain ]

1540887950.7965 (5) [/core/common/OutsideComm.php /
mailAddressValidSecure / 311] Domain: uftm.edu.br Addrs: Array
(
[0] => 200.131.62.18
)

[ Again, I confirmed that this is the only A record of that mail host,
and it does not have any AAAA records ]

1540887950.7967 (5) [/core/common/OutsideComm.php /
mailAddressValidSecure / 311] OutsideComm::mailAddressValidSecure:
connecting to 200.131.62.18.
1540887980.8072 (5) [/core/common/OutsideComm.php /
mailAddressValidSecure / 311] OutsideComm::mailAddressValidSecure:
failed 200.131.62.18.

The function attempts to connect on port TCP/25 (using PHPMailer's
"SMTP" class). The attempt to connect fails, and the code concludes that
it cannot send email.

Indeed, if I try a simple telnet session to that IP address on port
TCP/25, I get the same failure:

swinter@aragorn:~> telnet 200.131.62.18 25
Trying 200.131.62.18...
^C

So, I believe it is safe to say that the mail configuration of
uftm.edu.br is somewhat incorrect.

Of course, now remains the question why the mail as sent by my
Thunderbird did get through? Well, for very historical reasons the
E-Mail system has a number of fallbacks if MX records for a given domain
do not exist or do not work. CAT does not consider these fallbacks for
its STARTTLS and reachability checks.

Frankly, I don't even know what exactly those fallbacks are - something
about sending to the A record instead of the MX? - but I also don't care
much: every domain on the internet which wishes to receive email should
better have a working MX record in DNS.

Once uftm.edu.br brings its DNS information up to speed with deployed
reality there should be no issue with sending email to them any more.

Greetings,

Stefan Winter
