Sure. As an NRO admin, in your NRO view, besides each institution there
is a button "Add/Remove Administrators". It contains a big button
labelled "Take control of this institution".

Using that button instantly gives you all the rights the IdP admin has.
You can then thus enter the institution's detail page and use the button
"Delete identity provider".
