C = enough Configuration uploaded to create installers
V = installers are visible on the download page
(nothing) = not enough info in the system to create installers

C is a subset of (nothing), and V is a subset of C.

So, there are naturally more institutions overall than are visible.
Since the API you use is the *user* API, it respects the visibility
level and will only display institutions which are V.
