Hi Nik,

you can give institutions as early access as you see fit. The database
link is either synced immediately when you enroll and then prepopulates
the inst name synced with what is in the eduroam DB.

It's not created as synced; in which case a later syncing does not
change the inst name in CAT.

So, the worst that can happen is that an inst has a pretty-print name as
$FOO in one tool, but $BAR in another. You can always see this as an NRO
when clicking on the database sync status button (also for synced insts).

We were initially planning on (arbitrary) technical limitations for
non-synced insts to encourage linking, but none of those are in effect
right now.
