I wish I knew what you are talking about. I just updated my lab
Chrombook to ChromeOS 60 (latest), opened the browser and went to the
URL chrome://net-internals/#chromeos just like our instructions say.

And I got to a page with the section "Import ONC file" as I do since years.

I first need to understand what would be wrong where?
