Conclusion is that the IdP for Xaverian College was obsolete.

United ID https://unitedid.org/ appears to work, so might be a useful
fall-back position for those without any other IdP available via
eduGAIN to access eduroam CAT and without needing to use the Social
media options.

You need to add and activate some sort of security token/two factor/one
time password in United ID before your account becomes functional.
