There is really no reason why one would do that. People occasionally ask
about this on various mailing lists. It is the /far/ superior solution
to put everybody on the same SSID, and use dynamic VLAN assignments to
separate privilege levels or assign users to different subnets depending
if they are local or roaming users.

Also keep in mind that eduroam is a /roaming/ consortium. If auto-join
is off, your users will nowhere on the planet ever join eduroam without
first manually "fiddling". That is a very drastic side effect of a setup
that is only meant to (perceive) "improved" connection locally when not
roaming.
